Dull looks not only at our naval actions but also at American views of the use for a navy during the country’s first 85 years. We were not an island nation, like the British, and we depended on our distance from Europe to keep us out of trouble. But as soon as the provisional peace treaty with Great Britain was signed, in 1783, we discovered that our merchant vessels needed protection and that every nation with a navy regarded us as easy to invade. Bit by painful bit, the lesson sank in (e.g., the burning of Washington in 1814). Dull has pulled personalities, diplomacy, technology, and politics into a nicely executed summary. Excellent history to civil war

This is an excellent informative naval history of the US from colonial times through the civil war. It starts with colonial era relationships with British, Dutch and French. There's interesting accounts of the unsuccessful attacks on Quebec, St Augustine and Louisburg. Dull cites the irony that after the French and Indian War Americans no longer needed British protection from French encroachment. USA naval history starts with the first 4 warships in 1775. The navy was not a priority of the early presidents. It took 4 years to defeat a weak Tripoli. The next phase started with the Leopard and Chesapeake prior to War of 1812.
He points out that the Confederacy didn't expect war and failed to adequately finance its war needs along with a failure of foreign diplomacy. He draws interesting parallels with Prussia, post revolutionary France and colonial America where similarly situated polities won a war. There are accounts of how the US navy supported land operations of Grant during the civil war. The S couldn't match operations of the N's river navy.
The US Navy didn't escape its colonial legacy until the Spanish war. After making the case for naval history to about 1880, Dull ends by extrapolating to the idea that we are still coming to grips with a colonial mentality with obsession with guns, distrust of government and hatred of taxes. In spite of that ridiculous conclusion, the book is an excellent and informative naval history.

He explores the political, economic, and even social roots of the American naval experience, and how it grew and changed as the country grew. Dull wisely begins in colonial times, a neglected period in American military history. He then follows the experience of the Navy as the Republic met meet varied challenges during its first century of existence, from war with might of the Royal Navy during the Revolution, to commerce protection and showing the flag, service in foreign wars (1812-1814 and 1846-1848), until maturation during the trying times of the Civil War. This process, Dull argues, was to a great extent due to the vision and will of a number of notable men, both political and naval, such as Washington, Preble, Decatur, Lincoln, Farragut, and so forth. An excellent introduction to the rise of American sea power, this work can be read with profit even by the seasoned student of the subject.'
